Set sample size to 3, without replacement. This selects three distinct shelf labels. For any consequential inspection program, use its approved sampling design rather than assuming this toy list provides adequate coverage.

Keep each line as a separate entry. Draw 20 with replacement. Blue has three of the four chances per draw. Then deduplicate and draw again: blue now has one of two chances. The difference comes from the population definition, not the sample-size setting.
